Newspapers of New Hampshire is looking for an HR/Payroll Specialist to handle all payroll and benefit duties for the Concord Monitor, Valley News, and Monadnock Ledger- Transcript.
Duties include processing payroll, working with our 401(k) TPA, handling employee insurance plans and working with the management teams at each paper.
This position will require travel one day a week and report to the CFO and publisher of each paper.
The ideal candidate will have a minimum of a bachelors degree in human resources or four years experience in the human resource field.

STATE OF NEW HAMPSHIRE: Director of the Division of Personnel
Labor Grade HH (Unclassified), Position #9U031
The State of New Hampshire is seeking resumes of qualified candidates interested in the unclassified (Grade HH) position of the Director of the Division of Personnel.
Scope of Work: This is a leadership position in New Hampshire state government, serving in the state’s key human resources role. The Division of Personnel is established under RSA 21-I:42 and is responsible for managing the state’s centralized human resource operation to include employee recruitment and appointment, compensation, classification, leave, promotion, transfer, layoff, removal and discipline. In addition, the Director of the Division of Personnel oversees Labor Relations, the Personnel Appeals Board, and the Bureau of Education and Training. Responsibilities include providing strategic and visionary leadership relative to the development and operation of the state’s Human Resource (HR) Information System and development and modification of policies and practices in order to promote the state as an Employer of Choice with respect to recruitment and retention of state employees. This position requires effective collaboration and communication with all levels of state government including the Governor’s Office, the legislature, the Department of Justice, state agency leadership, agency HR staff and internal DAS business partners including the Risk Management Unit, the Bureau of Accounts and the Financial Data Management Unit. The position is also responsible for developing and operating within a budget and providing reports required by statute or otherwise.
Education: A successful candidate shall possess a minimum of a Bachelor’s degree in Human Resources or related field.
Experience: The successful candidate will have at least ten years of progressive human resource management experience with five years of experience in the public sector specific to human resource administration. The ideal candidate will possess experience in State or local government in a leadership or administrative capacity, developing long-range human resource plans as well as experience in the leadership and oversight of HR staff. The successful candidate will possess extensive knowledge and demonstrated experience in all HR areas to include but not to be limited to employee relations, employee training and development, recruitment and on boarding, labor relations, classification and compensation, workforce development, HR systems and transaction audit and control. The successful candidate will have demonstrated experience with change management, organizational transformation, and goal achievement.

CLASSIFICATION ANALYST, HUMAN RESOURCES SPECIALIST II, STATE OF NEW HAMPSHIRE
SCOPE OF WORK:
Analyzes and interprets occupational information to implement and monitor statewide classification-related human resource functions within the Classification and Organizational Analysis Section, Bureau of Human Resources Administration, and makes recommendations for the assignment of appropriate classification title and labor grade, revision of job descriptions, and changes to agency organizational structures.
Analyzes documents submitted by agencies to establish, reclassify, or reallocate the labor grades of state classified positions, such as position classification questionnaires, proposed supplemental job descriptions, and organizational charts, and interviews position incumbents and their supervisors as necessary, in order to recommend appropriate classification and labor grade.
Prepares complex written position review reports recommending appropriate classification and labor grades of positions according to the Classification Evaluation Plan. Approves less complex reclassification request subject to Administrator’s review.
Reviews and approves agency supplemental job descriptions for use in a variety of personnel actions, including position reclassifications and reallocations, the establishment of new positions, strategic agency reorganizations, and recruitment for existing positions.
Provides technical assistance and training to agencies by interpreting human resources policies and objectives and explaining Division of Personnel and Classification Section policies, programs, resources, and services.
Education: Bachelor’s degree from a recognized college or university with major study preferably in personnel management, business administration, public administration, education, or one of the social sciences. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Five years’ experience in personnel management functions such as interviewing, conducting job classification studies, performing job analysis or job audit evaluations, developing personnel selection or applicant assessment methods, writing job specifications, developing job qualifications or in personnel recruiting.
Special Requirements: Must be proficient in the use of a PC and with Microsoft Word, as well as in the utilization of data base queries to gather and compile information. Must have strong writing and communication skills. Must work well independently and as part of a team. Must be able to work with customers at all levels of an organizational hierarchy.
Experience with human resources systems and/or software (LAWSON ERP, SAP/ERP Human Capital Management, Oracle PeopleSoft, etc.). Ability to research and apply information to analysis reports utilizing websites, print, and electronic tools and resources. Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar. Competency with detailed analytical writing preferred.
License/Certification: Possession of a valid driver’s license and/or have access to transportation for use in statewide travel.
